About the Center for Law, Justice and Society

At its core, the Center for Law, Justice and Society is about preparation. It equips students pursuing careers in law enforcement, forensic science, and legal studies with the tools and training they need to lead with skill and integrity.
But its mission goes further. It is also a place for professionals already in the field — police officers, military personnel and public safety officials — to sharpen their expertise and stay current with evolving standards and practices.
By combining academic excellence with real-world application, the Center aims to:

Leadership

Col. Melissa Zebley | Executive Director
A distinguished leader in Delaware law enforcement, Col. Zebley served as Superintendent of the Delaware State Police and brings decades of experience in tactical operations, leadership and training.
She is a graduate of the FBI National Academy and Northwestern University’s School of Police Staff and Command, and she holds a master’s degree from Wilmington University. In 2024, Col. Zebley was inducted into the Delaware Women’s Hall of Fame for her contributions to public service and leadership.

Maj. Laura O’Sullivan | Associate Executive Director
With 32 years of service in the New Castle County Police Department, Maj. O’Sullivan has led in patrol, investigations, training and special operations, including over a decade as a SWAT team member and commander.
She is also a graduate of the FBI National Academy and holds a graduate degree from Wilmington University. Maj. O’Sullivan’s extensive instructional experience as an adjunct professor enhances the Center’s commitment to hands-on, practitioner-led education.

Dr. Joseph Aviola | Assistant Vice President, Administrative and Legal Affairs
Dr. Aviola is an 18-year member of Wilmington University, who leads campus security personnel and operational safety planning. Dr. Aviola also brings over 20 years of law enforcement operational and training experience as a member of the Delaware State Police, retiring at the rank of Lieutenant. He is a graduate of Northwestern School of Police Staff and Command and has earned his Doctor of Education in Innovation and Organizational Leadership at Wilmington University.

Mr. Scott Duffey | Senior Director of Training
Scott Duffey, Federal Bureau of Investigations SSRA (ret), has 27 years of federal and local law enforcement experience, and has served as an instructor for the FBI, teaching interview and interrogation skills to law enforcement professionals worldwide. He instructs municipal police officers of Pennsylvania’s southeast region and has extensive experience in the areas of white-collar and violent crime investigations. Mr. Duffey holds a Master of Science in Administration of Justice from Wilmington University.
